Capital Improvement Plan

The City of Saline is proposing a Charter change that will allow the Saline City Council to Levy up to 1 additional mill to be used specifically for Streets.  Amending the Charter requires a vote of the people.

The proposed Charter amendment referenced in this Resolution shall be placed on the ballot in the following form, with a provision for voting “yes” or “no” for its adoption:

PROPOSED AMENDMENT TO
THE SALINE CITY CHARTER

Shall Section 10.3 be added to the City of Saline Charter to authorize a property tax levy of an additional 1.00 mill ($1.00 for each $1,000 of taxable value) for street and right-of-way repairs and improvements in the years 2019 through 2023, inclusive, and to authorize the voters to approve future levies of up to this amount for the same purposes?

 

If approved and levied in 2019, it is estimated that the additional 1.00 mill, will raise an estimated $434,743 to be used by the City for street and right-of-way repairs and improvements.

LOCAL DOLLARS FOR LOCAL STREETS

City Proposed millage - 1 mill would raise $434,743.00 (2018 Taxable Value) to be used specifically on roads only in the City of Saline, to be determined annually if needed. 

Washtenaw County Road millage ½ mill raises $217,371.50 (2018)

**80% reimbursed to Saline for Street repairs = $173,897.20

20% stays at County Parks for Non-motorized paths- City eligible for application
